How do you structure your offseason hypertrophy blocks? I need to build muscle in my upper back and quads without losing my strength base.

Keep your primary competition lifts in the 70-75% range for technical maintenance, then blast variations for high reps.

High bar squats and safety barbell squats for sets of 8 to 10 reps are supreme for quad hypertrophy.

For upper back, do chest-supported rows and heavy facepulls 3 times a week. The upper back can handle an insane amount of volume.

Do not worry about losing your strength base. A bigger muscle has a much higher potential for neurological strength output anyway.

Do you guys suggest RPE tracking for the hypertrophy variations or strict percentage progressions?

RPE is much better for hypertrophy work. Shoot for RPE 7-9 to make sure you are hitting actual mechanical tension.

Strict percentages on dumbbell variations are useless. Auto-regulate with RPE so you don't burn out your CNS.

I prefer an upper/lower split over a traditional powerlifting layout during this phase. Allows for localized recovery.

Yes! An upper/lower split allows you to hit target groups with massive density twice a week.
